Crystalline systems penetrate concrete and grow crystals inside its capillaries, becoming part of the concrete. Surface coatings sit on top. The practical differences are that crystalline cannot delaminate or wear off, and it reactivates to re-seal fine cracks — but it does nothing on non-cementitious substrates.
